Convert the JSON to markdown. Store in a well defined format that the PR can run over.

The IAM role can be specified to a certain environment meaning we can use protection rules in GitHub to ensure that the role is assumed when required.

Simultenous updates; how does GH actions handle 2 commits in quick succession?

Handle PR changes that previously resulted in a deployment

Create a PR that causes a deployment.
Revert the changes for the PR completely for a deployable app.
Now the PR shows the app as unaffected and so won't deploy/destroy it.

How do we handle these scenarios?

Cleanup environments on PR close / merge

The destroy workflow was run before the create workflow for a PR.
