Cache is based on hash of lock file for pnpm (with fallback) so this should be sufficient.

Cache for NX is:

      # The key is unique per execution to ensure we always cache the output.
      # The restore keys then use the latest cache from: previous workflow run > previous workflow run on the same branch > most recent run for repo.

Cache doesn't work across branches anyway so this is likely the best we can do at the current time.
