Improve README

Add a menu in the README to jump to different sections.
The menu should be a list of links to different headings.

Add more sections and improve the quality of the README.

Optimize Landing Page image

Landing.png is currently at a large file size. Optimize for better performance.

Configure Issue Template

Benefit:

This will assist in better specifying the content of their issues, by providing specific, structured information.

Scale cards on hover

The image in cards in the "Our Genres" and "Our Events" sections must smoothly scale to 1.25 time its size on hover.
The rest of the content of the webpage must not be affected from the scaling.

Make the template responsive to difference device size

The website is only compatible with large devices. It must be formatted in order to be correctly displayed in all device sizes.
The design might have to be changed slightly for different devices.

Fix Horizontal Scrollbar Responsive issue

Describe the bug
Horizontal scrollbar in Genres and Events section not visible on screen.

To Reproduce
Steps to reproduce the behaviour:

Open Developer tools, and set screen size to: 768px by 1937px
On Genres and Events section, horizontal scrollbar is pushed out of view.

Expected behavior
Horizontal Scrollbar should be in view. This can be seen at screen size: 768px by 1322px. This brings the horizontal scrollbar in view.

Currently there is only a description and a readme added. It would be nice to have a Code of conduct, Contributing and License information updated.

Change email and mobile number to links

The email and mobile number in the end section must be converted to links using mailto and tel
The website should remain the same from the design aspect other than the email and mobile number having a pointer cursor.
