Not sure if this is related to that ticket, as this only happens when using vulkan-radeon instead of amdvlk for vulkan support on arch.
Seems the game is fine with amdvlk

It might be worthwhile to also mention your findings to the mesa/RADV devs to see if they find something interesting on the video driver's side.
Since we've seen feedback that NVIDIA players are also affected, it's likely you're presenting the symptoms of #3687 and that needs to be addressed by the Counter-Strike devs before we can look closer at the differences between amdvlk and RADV.
