I have been trying to submit a request for the API credentials, but the form on the application seems to be malfunctioning, and I have been unable to submit a request. Could you kindly let me know where should I apply?

It seems that mkl related packages for adv_transformer are throwing issues:

mkl-fft==1.0.15
mkl-random==1.1.1
mkl-service==2.3.0

This seems to be known by them giving the issues referenced here, They seem to direct its installation with conda instead of pip, I'm currently researching if building source is an option, but wanted to make sure it's worth it, before trying further, do you think these libraries are still required?

In the meantime, I'll try reproducing API usage without those libraries to see how far I can go, but if they're really required I suggest creating a Dockerfile that allows ensuring reproducibility for the setup given the configuration described here.
