Update the readme file to notify that this implementation is of kmeans algorithm from the base and not using built in libraries like from SkLearn.

While when I run kmeans.py, clustering number is generated randomly.I want to know how to generate the specified number of clustering.

at function assign_points
shortest = ()
this initialization of the variable shortes
will cause the error below
TypeError: '<' not supported between instances of 'float' and 'tuple'
so one way to solve this problem is to initialize the variable with a big integer.
