I just ran the build locally with

 mvn clean install -Pe37 
 mvn clean install -Pe37 -Dmaven.test.skip=true 

Both of those seemed to build just fine for me.

Either there is something about your local network setup causing the issue or maybe its a problem with our builds running on Windows.

As we don't generally run our builds on Windows systems this is completely untested. All our CI builds are run on Linux machines. Some of our devs have Macs and run the build locally on those. But none of us uses Windows machines to run the builds.

So it is possible that the builds don't work on Windows. But to be honest with you. If the problem is in fact that our builds don't run on Windows this is not going to be a high priority for us to fix because

  • would be hard for us to fix as we have no easy way to test it
  • it provides no direct value to the end user

For now I'll close this ticket as 'cannot reproduce'.

If you want to do some more digging and trying to figure out why its not working for you and how to fix it. Feel free to keep posting follow up messages here. The issue is closed for us but we will try to help you if we can.

BTW: If you can run the -Pe42 profile. The commons project shouldn't have anything in it that is really Eclipse-version specific. You should be able to take the artefacts / update site produced by that build and use them in Eclipse 3.7.
