We should only be skipping certificate validation when connecting to a courier.

I think we can simply use isSiteLocalAddress() to decide what to do:

InetAddress.getByName("192.168.43.1").isSiteLocalAddress()

The following test has been breaking intermittently since #17 was merged:

CogRPCClientTest > collect cargo, ack and complete$relaynet_cogrpc() FAILED
    java.lang.AssertionError at CogRPCClientTest.kt:145

And therefore the JaCoCo configuration to require it isn't working.

When updating to the 1.1.21 version on a Android app

I started getting the following Invalid Package lint issue:

Is there a way to silence this at the library level to avoid ignoring the lint check?
