Hmmm. That's annoying.

SQLite3 and PostgreSQL allow unlimited length TEXT fields.
MySQL limits TEXT to 2^16 bytes, which is too short for some users.
MySQL's MEDIUMTEXT (which is what the above maps into) can be up to 2^24 bytes long, which is more than adequate.

The above migration works fine in both SQLite3 and MySQL. In MySQL, it has the effect of declaring the field to be of type MEDIUMTEXT. In SQLite3, the :limit directive is ignored.
I believe the problem is in Rails's PostgreSQL driver, and needs to be fixed there. See this bug.
