I'm concerned that this needs higher priority so bumping up to P1 and aiming to close before we repo migrate.

I will leave this open, but we're going to stick with the existing build model
for now, just too many higher priority items to tackle. Moving down to P2
and switching tag to migrate.

This is one area that we can discuss next week as part of our HW CI
strategy.

I'm closing this one, there has been a lot of discussion here including our
December Sunnyvale meetings, and there are things in the works. They'll
