Note, when implementing the RESEED_COUNTER_X CSRs and the INT_STATE_READ_ENABLE in #23539, I've briefly verified that things are working , so the risk that this is broken should be low. Thus P3.

I am now moving this to M7. The internal state variables like key and v are tracked in the scoreboard. The challenge is to adjust the variables in the scoreboard in sync with the RTL. This is a V3 item.

It turns out there is already a task to check the internal state values, but the checking is not done as part of the scoreboard. Checking the reseed counter as part of this task is added with #24000.
