Make SRAM_INIT_FILE/ROM_INIT_FILE a parameter about opentitan HOT 9 CLOSED

i should really fix this just for the ROM case..
I'll get on it tomorrow.

Since we actually have a ROM now, the multiple sram instance problem does not technically exist anymore. But if we did need to support it, my thinking would include top_earlgrey.hjson and topgen in somewhat.

In topgen we'd probably specify which init file would go where, and we'd pass that information down through the hierarchy.

This issue is not resolved, we're just not running into it any more. Leaving open as enhancement request for the future.
