Server UPS drops when many trains waiting

Experienced on clustorio gridlock Ceres. There were a lot of trains waiting and the server would do a few updates, then slow way down, then do few updates.

I think there is some problem with the retry logic not waiting between tries.

Crash when adding zone restriction to server with no zones

If you click on the green check mark in the restrictions gui as shown in the image below while it says "no zones" the server crashes.

Error message in server log:

Error while running event level::on_gui_click (ID 1)
