When the Unifi controller starts up it looks in the webapp folder for a folder named ROOT, if it doesn't find it it'll extract ROOT.war and create it. Because the ROOT folder is not tracked by the rpm package on upgrade the ROOT.war file is updated to the latest version but the ROOT folder is left around and so the web interface breaks when you upgrade. The fix could be to unpack the ROOT.war file while building the rpm or just rm -r /opt/unifi/webapps/ROOT on update.
