As of 4.6.3 it looks like Ubiquiti solved the same issue by only packaging the extracted WAR. b4f564e now needs to be reverted to build with current v4 branch, not sure what v3 branch does here. Currently the rpm contains the ROOT folder but it's now deleted by the %post hook so the controller can't start.
