- Make sure pack is NOT activated in World settings (and is activated in Global settings instead)
there's currently a common issue where resources just won't load if It's in world settings - Make sure nothing else is overwriting pack (both in world and global settings), for this, put Vanilla RTX Normals above anything else
these are the only causes (& fixes) of this issue if everything else is perfectly set up.

My brother had a resource that was overriding the RTX texture
