Prep for Python v3.10

Type annotations / breaking changes. All of the fun stuff.

Catz explodes when handling unknown encoding

As per title. Catz is opinionated and assumes UTF-8.

Support ranges for --highlight

--highlight should support a range of line numbers as well as individuals and csv.

e.g

catz .\test.py --hl 1-20

Support Rich Syntax line highlighting

Surface line highlighting from the Syntax class in Rich.
