As a temporary workaround we can do:
cmake -B build-debug -D CMAKE_C_COMPILER=gcc-9 -D CMAKE_CXX_COMPILER=g++-9 -D CMAKE_BUILD_TYPE=Debug -D CESIUM_OMNI_ENABLE_COVERAGE=OFF -D BUILD_SHARED_LIBS=ON -D CMAKE_INSTALL_LIBDIR=.
