Ah, although I searched through bug reports I didn't see #827 and #828. It looks like the proposed fix for #827 does indeed fix my case as well. Thanks for pointing those out.
I am using the Qogir theme, though the problem is there on other machines where I use other themes as well.
I am closing this. Thank you for your help!

It actually looks like the background is not changed, either.

Hello, Linux system themes are tricky to reproduce due to the large number of cases.
Can you tell me the execution results for the following commands?
gsettings get org.gnome.desktop.interface gtk-themeThis issue can be related #827 #828
