Godot should generate the .translation files from the CSV files when importing the project. If importing from a headless binary doesn't do that, it's a bug in Godot.

export_presets.cfg is OK to include as long as your clear it of secrets like the android keys.
I am not aware of the translation files that you are talking about but I see no problem in including if they are necessary to the build.
