puppet option.

This is now possible without manual commenting by setting a block of this form:
[application_server]
http_only = true
and then setting EXTERNAL_URI_SCHEME
to be http://
.
That said, given Certbot, I'm not sure there's a strong use case for this other than quick testing (we added that option so that we can support an option in the Docker container to not use HTTP for that purpose).
