Cannot reproduce. Ravagers are not even managed by the tactical AI gadget and only artillery tactical AI cares about HLT. I am not aware of other gadgets that would do this so check your widgets.

Oh turns out "Dynamic Avoidance System" also affects non-cloakies by default. Sorry, didn't think of that.
