Apple-Push-Notification-Test connects but it won't send notification

I tried for a long while now, but I can't get it to work. I got the following:

Any suggestion?

Is it really necessary to create an app in iTunes connect? Last thing I did but it doesn't work anyway..

Error Domain=NSPOSIXErrorDomain Code=61

I selected the cert from drop down menu ( sandbox checked), pushed ">" send always disabled.
XCode debugger console reports following:

needs better documentation

figuring out how this thing works is not so obvious. a couple of screenshots would be great to document the process.
