This program can cipher and decipher a text using the Caesar-cipher.

Input:

1. command: "encode" or "decode"
2. The number of moves done by the Caesar-cipher
3. Input file path
4. Output file path

Example: input text "/cipher encode 3 in.txt out.txt" in.txt: "Hello, World!" out.txt: "Khoor, zruog!"

We can use "decode 3" to bring it back to the original text.
