Testing: race condition in hardcore ratelimiter unit test

causes inconsistent panics during CI workflow, doesn't affect actual library function but should be addressed at some point

cause is a t.Logf firing off after a test case has finished, likely related to the recent implementation of t.Parallel to speed up workflow runs
