Dynamically add tracked instruments in `Hftx.InstrumentsSupervisor`
Hftx.InstrumentsSupervisor is a static supervisor which creates worker process based on the instruments list in config. Thus new instruments can only be added at compile time.
To make this dynamic, the module's behaviour can be changed to that of a Dynamic Supervisor. However this would necessitate new API that would invoke the InstrumentsSupervisor to create a new process tree for the newly tracked instrument
