Filter by an Indicator Title with '&' in its name, then try the paging, it will fail

It's cuz I refactored the js code to use the CelEditSave.js. I need to make CellEdiSave.js's sendCellToServer to return a sync blob of data to do something with it, like setting updated user and updated date. Also make sure this doesn't break PerInd's permission js datatable

Currently for dropdown list, you need to click on the checkbox to select the item.

It would be much more convenient to be able to click on the item names and also have it select the item

Implement checking active user in both Api SavePerIndDataApi, GetCsvApi and the WebGrid Page View

This page will be viewable by Admins only. And the page will allow Admins to add/change(No delete) user Category permissions.
If there is a need to delete, just mark that user as inactive! Don't Delete!

The Permission Management page WILL NOT be able to add, modify or delete Admins.
If there is a need to add/modify/mark-as-inactive of an Admin, we need to query directly to the SQL Server

When I have to shutdown the web app to upgrade, I don't want to shut down the Apache web server. I still want users to be able to connect to the server, but show a maintenance page, while the upgrade is happening.

This is better for user experience, so they know what's going on at all time with the website.

Need to add unit to WebGrid to make entry easier

So if you are at PerInd/WebGrid, on that page, it will show PerInd/WebGrid.
