用户的主要需求是《全宋文》图书的在线阅读与检索，具体包括 *以卷为单位进行条目化阅读 *以册为单位进行原版阅读 *按照作者、标题、正文等维度进行全文检索 *依据检索词相关度排序、简繁体互转 *支持作者导航、卷册导航等 同时为了保护《全宋文》内容提供者的权益，在商业模式上的需求包括 *采用付费阅读的方式，按年包库 *原版文件防下载防复制。 产品的最终目的是方便《全宋文》读者进行检索和阅读，同时保护内容提供者的利益。
