Wonky Box2D physics/bboxes

Box2D physics are wonky, changing the scale shrinks the boxes, but the boxes are really off base for example if I set l's(platform) x and y to 0, then set the hw hh to 1,000,000.0f(meters) and 100.0f(meters) you would assume that it would more than cover the length of the screen with a scale of 1/100 since 1,000,000.0f(meters)/ 100 = is 100,000 pixels across and 100 pixels high, yet it still draws at 0,200
