Missing License paragraph

Hi

Usually, blender addons feature a paragraph at the top of their .py files ; or, if the addon is too big (several files), a license.txt file is added to the project.

Perhaps you could add, at the top of your .py file, a note about the GPL license ?

2.90 ?

Hello. When I add it "as usual" in to Blender 2.90, it does not show up. Do I wrong something, or it is not 2.90-ready? Thank you.

Optimize logic

Right now the function for checking if a operator exists is run inside the draw function, there should be a better method that checks for that at register time.
Using "op_name" in dir(bpy.ops.category) there will be better suited and won't need any helper function.
