PPI_tables.txt does contain tables for the codes BHVY or BHWY but it doesnt look like the csm model in commonse is finding them; you can see this when you run wisdem/lcoe_csm_assembly.py or lcoe_csm_2015_assembly

a lot of new content is in commonse since the docs were created - in particular for the jacket work - this needs to be added to the docs

1.1x multiplier should be added by user and not buried in code

environment is using base classes with slots which we have moved away from in favor of fusedwind interfaces with configure options; if we do this for environment classes then towerse, jacketse will need to be updated to use a configuration method - right now we are not doing this below turbine level
