bittorrent-dht only supporting a single infohash seems to be the main issue here, though I tried downloading 2 torrents simultaneously with DHT disabled and peer discovery via trackers, and it results in one torrent completing fine with the other stuck infinitely with 1 peer. The stuck torrent's swarm keeps getting new connections, but it never successfully handshakes with them. Any ideas on what might be wrong in addition to the obvious DHT limitation?

No idea. Need to investigate.

This should theoretically work now. The DHT now supports looking peers for multiple different torrents concurrently. I'll write a test for bittorrent-client which verifies this. https://github.com/feross/bittorrent-client/issues/29 Closing this issue.
