The install instructions are incorrect.

the file /etc/nginx/sites-enabled/default

has this line

proxy_set_header X-Graylog-Server-URL http://$server_name/api;

it should be

proxy_set_header X-Graylog-Server-URL http://$server_name;

When login Graylog Console, one of the notifications like this:

There is a node without any running inputs. (triggered 5 hours ago)
