I think this is what I had in mind. One of my teammates was point me at something, but I've not dug in. I'll likely get that going on a personal jenkins to watch the repos I maintain.

https://github.com/garethr/puppet-module-skeleton uses it, and i use it for pretty much every new module (and every time i update an old module)
