[tab-knowledge] Limit to top level browsing contexts?

The definition of "tab" isn't very clear in the explainer. I suppose this actually refer to any top level browsing context, right? I suppose same origin iframed contexts should probably not be accessible.

("Tab" might still be fine in the naming of the API, it's just for the API definition that a more formal term is needed I believe, so we can all understand how it's supposed to work).

[tab-knowledge] Should this be opt-in?

The explainer states that this can already be kinda partially achieved through SharedWorkers. However, a SharedWorker needs to be explicitely called from every page.
In this regards, the current proposed API seems very different since this would apparently expose every same origin browsing contexts, no matter what.

What about an opt-in API, like BroadcastChannel where every participant in the group has to make an initial request to be accessible to other tabs?
