Please specifiy minimum ruby version required

Hi,
Could you please specify the minimum ruby version required?
I tried to use this gem with an "old" ruby 1.9.3p484 (2013-11-22) [i386-mingw32] running on WinXP without success.
Although gem install did not report any error, I suspect the gem was not properly installed, resulting in a "failure to initialize constant" error when trying to run it as indicated in the README

NameError: uninitialized constant ForecastIO::Forecast

I installed the gem and i can do configure ForecastIO.
If i want to use the ForecastIO::Forecast.new command somehow my application can not pick up the Forcast class.

I'm running ruby 2.4.0p0 and Rails 5.0.2.
forecast_io (2.0.1)
I was trying to run some api calls in the terminal.

Somehow the constants get not loaded.

puts ForecastIO.constants.inspect
[:VERSION, :Configuration]
=> nil
