Allow running make inside HARBOUR in parallel. Take into account that machines have different number of cores and that some Makefiles are poorly written and cannot be run with high parallelism.

Probably add another ship variable with degree of parallelism for a certain package and a configuration variable with degree of parallelism for current machine. The actual value would be the smaller of both and in the HARBOURs one would write make -j$parallel.

Each build has its own source directory leading to needless download of the same tarball several times.

Adding something like tarballs_dir = option to hsct.conf might be useful.

The test for configuration file prevents the user to print a help without creating that file first. The ability to print help shall not depend whether we are inside a build directory or not.
