how to get blockID for create transaction body ?

Since v0.6.0 solidity compiler supports complex input-ouput params of functions using structures.
Now many tools like Truffle can compile and generate and test complex params functions.

This is so-called ABIv2 support.

We need to support that too in thor-devkit.py, and here is the information that developer should know:

Currently we rely on eth-abi library to build the abi.Function module.

How do we fix the:

1. abi.Function.encode(params_list)
2. abi.Function.decode(bytes)

Is eth-abi supporting it? Or can we switch to a new library to support us.

As in ABI, Keystore, and Certificate modules have demonstrated, a consistent representation of "dict" structure, it is more flexible and key names can be freer than underscored naming convention.

So the proposal is to use "dict" as the input of the Transaction module instead of initializing an instance of a "class".

I change some lib version in thor-devkit . and get this error ImportError: cannot import name 'Bip32' from 'bip_utils'
