Add a minimal CI pipeline

In Chapter 5 at the start of the A Custom User section the command to create the new app should be
python manage.py startapp users
(note pluralisation of user) because on the next line you want us to edit users/models.py

In Chapter 6 the curl request after listing 6-15 doesn't work. It returns the error
