Integrate Geonames/OSM API in line segmentation code

Feature-type should be provided by user when running the docker container

i.e., railway or water.
Currently, it is part of the docker image, we need to pull it out and update the image on DockerHub.

De-noise/generalize shapefile (remove outliers) vector features

Expose buffer-size parameters to be configurable

Scripts main.py (via module segment.py) and linked_maps_to_osm.py contain a buffer-size parameter that we need to expose as an argument to the scripts

Read temporal-extent for shapefiles from an external file

The method export_segments_jl_file(..) (in file main.py) assumes that the filename of the shapefiles determines the temporal extent of the shapefile edition, the mapping from filename to temporal-coverage should be read from an external file.
