How to make an account?

Will Not Let Me Set Custom Avatar

Whenever I set a custom avatar (see 1st attached photo for proof):

Avatar will not show up in icon spot
See 2nd attached image.

Why is this happening?

Headers and other things are broken on help pages; Possible CSS Issues???

On my "playground," (and on the official Uiiverse website) the formatting on the help pages (such as the headers and the scrolling) is broken.
Are there any possible solutions?

How to create titles???

Yeah, I tried to create a title, but it won't show up in the titles list page. What do each of the variables do?
