One thing to check is whether your laptop is out of sync with atomic time. If it is 2 minutes behind for some reason then it would make sense if you had to wait an extra 2 minutes.

(well, I don't know if it makes sense, but I remember a conversation in slack where I think they are comparing server time to your local laptop time in some fashion...)

It shouldn't matter if the server let the client know that it has x seconds from now until enabling the button. The laptop clock should be pretty exact even if something is wrong.
