You have to explicitly remove the previous build in the same version name from review and then add the new one. Otherwise, it gives an error message (via API) - Another build is in review.

But, multiple builds across versions are allowed

In our tests, it's notable that cancelling an app store submission through the API (or developer rejecting it) can actually take a few seconds to register on the apple side. It may not be internally transactional, hence requires waiting to see that update.

Build numbers are not unique. A combination of build number + version name, however is.

This error from Play Store while using the API:

Edit could not be committed due to an error. Changes cannot be sent for review automatically. Please set the query parameter changesNotSentForReview to true. Once committed, the changes in this edit can be sent for review from the Google Play Console UI.

It most likely means that your previous submission was rejected. The way to correct it is in two ways:

• Republish with changesNotSentForReview set. This will not send the submission for review
• Manually upload to any public track, like open testing or closed

Error message in CI on build upload:
