Production queue at UPSF

Currently, manufacturing any device at UPSF takes one transaction, given player has the required resources & energy. To introduce the concept of throughput, we need to implement the production queue mechanic: every UPSF has a queue for manufacturing tasks. Each task, upon starting, consumes the required resource & energy. Each task takes different number of ticks depending on the type of device being manufactured.
