Will the pretrained model obtained by training the RFN model on the SynthText dataset be opened?

I am following INSTALL.md README file, my python version is 3.6.2, and all other libraries are the same as used here. However, I am using 11.3 nvidia toolkit.

I get this error when I try to run: python ./tools/get_state_dict.py

I'm trying to download the pretrained models to test them, but I don't know how.
The links redirect to a Baidu page, but attempting to download the file asks to download Baidu's client (in Chinese only) and I don't knwo how to go from there.
Is there an option to download the files without having to use Baidu's client?
