FYI the base url referenced for this at https://github.com/toddsundsted/Public-Suffix-List/blob/master/lib/public_suffix_list.rb#L32 is no longer functional.

However http://publicsuffix.org/list/effective_tld_names.dat does work!

Hi there. Firstly, thank you for writing this Gem!

I have been using your gem with success up to about a week ago. Everything was working fine, and now if I issue a:
PublicSuffixList.new.tld("foobar.com")
I am receive the following exception:
RuntimeError: redirection forbidden: http://publicsuffix.org/list/effective_tld_names.dat -> https://publicsuffix.org/list/effective_tld_names.dat

I believe the reason is that the publicsuffix.org is now enforcing https on the download of the dat file, which causes an unexpected redirect in your gem.

Here is a pull request that makes the required change: #2
