investigate create new user flow

When a user is created, data should go into a quarantine area and a cloud function creates the user account. This would enable individual applications to own what data needs to be created for the user.

There are issues with the timing of this process. Firebase will send the cloud function an event when the user is created, but the user's details have not been added to the quarantine area yet.

The flow for creating users need to be reviewed.
