Works, but is not very good code.

The baffle builder works, but it creates an unnecessarily complicated geometry for the baffle because it only looks at one assembly at a time.

To create a more efficient CSG model for ray tracing, get_openmc_baffle() should start every row/column by looking ahead and seeing how long of an edge it needs to create.

The bug that the Counter class was meant to solve has been fixed for a long time. It can be removed from the code throughout.

This will also allow me to the replace functions.duplicate() function with the .clone() method that OpenMC objects now have.

Ah, how far we have come since 2016!
