Path for static content no longer working,about tinymlx/colabs

I have the same problem with assignment 3-7-11-Assignment.ipynb, I'm trying to solve it
Access denied with the following error:

Cannot retrieve the public link of the file. You may need to change
the permission to 'Anyone with the link', or have had many accesses.

You may still be able to access the file from the browser:

 https://drive.google.com/uc?id=1wbYQjju-YdawnAvvnNJLFor3m0WgsVnd

I've ran into another issue for the 3rd cell in 2-4-11-AssignmentQuestion.ipynb, which I'm not sure is as straightforward to resolve:

Access denied with the following error:
