make sure the version check is working like I think it is

I was previously doing a file lookup, but this started failing when I started sending the include_tasks: install.yml through all users. I'm thinking that the lookup still uses root (who kicked off the playbook).

So I put this in the lookup, which I don't think works, but I did not test thoroughly:

    VERSION_contents: "{{ lookup('file', '/home/{{ user.username }}/.joplin/VERSION') }}"

figure out why the npm module isn't working

I couldn't get the npm module to work when I was installing the joplin command line tool (in config.yml). It kept failing, so I ended up creating the directory and then running a command instead. Poor practice.
